WASHINGTON—U.S. Senator Jim Risch (R-Idaho), chairman of the Senate Foreign Relations Committee, today released the statement below regarding newly announced U.S. sanctions on Rwanda.
“President Trump and Secretary Rubio have redefined U.S. engagement in Eastern Congo, replacing passive leadership with direct action to secure the Washington Accords for Peace and Prosperity. They have locked in a set of commitments that, if implemented, could open the door to durable peace and renewed regional prosperity. But agreements require enforcement.
“Today’s sanctions against the Rwandan Defense Forces (RDF) and four senior RDF officials send a blunt message: those who violate terms brokered by the United States will pay a steep and escalating price.
“The time for posturing is over. Rwanda and M23 must halt their advances immediately, which must include fully withdrawing from all areas surrounding Uvira. At the same time, the Congolese government and the FARDC must abandon their pursuit of a military solution in Eastern Congo, honor the ceasefire, and work with partners – including the U.S. – to build a lasting security solution for the eastern region of their country.
"Both sides must return to the table. Adherence to the Accords is the only path forward."
