WASHINGTON— Today, U.S. Senator Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, released a video to highlight a recently released Minority report detailing how the Trump Administration’s first six months have significantly undermined the United States’ ability to compete with the People’s Republic of China including by cutting our diplomatic infrastructure, driving away top scientific talent and retreating on the global stage.

Full transcript of Senator Shaheen’s remarks:
“Over the past six months, as the Trump Administration has cut American diplomatic programs around the world, China has stepped in, securing critical minerals, attracting scientific talent and ramping up anti-American propaganda.
“Hi, I’m Senator Jeanne Shaheen, Ranking Member of the Senate Foreign Relations Committee. This week our committee released this minority report exposing how China is exploiting the Trump Administration’s withdrawal from global leadership. Our findings come from research, meetings with foreign officials, U.S. companies and NGOs, and staff travel to Latin America, Africa, and Southeast Asia.
“The report includes examples of China expanding its influence—often at America’s expense. While this competition plays out in places that seem far away, it is deeply connected to our economy, our security and our lives here at home. Whether supporting American workers and upholding labor standards or backing American companies developing batteries or electric vehicles or AI, the stakes are high. We need the tools to compete—and win. And we need allies by our side.
“There is broad agreement that China’s growing global footprint makes us less safe and less prosperous, but cutting diplomatic programs only raises the risk of military conflict. If Congress acts quickly to reverse the damage from the Trump Administration’s foreign aid cuts, we can preserve America’s ability to lead, to compete and to shape the future on our own terms.”
