Ahead of President Trump’s New Deadline on Russia, Senators Shaheen and Cornyn Introduce Bipartisan Legislation to Undermine Chinese Support for the Kremlin’s War Machine

WASHINGTON – Today, U.S. Senators Jeanne Shaheen (D-NH), Ranking Member of the Senate Foreign Relations Committee, and John Cornyn (R-TX), member of the Senate Foreign Relations Committee, introduced new bipartisan legislation today to sanction Chinese entities providing the overwhelming majority of critical dual-use technology that Russia relies on to wage its illegal war in Ukraine. Coming one week ahead of President Trump’s new August 8th deadline, this bill would incentivize President Putin to come to the negotiating table and end his brutal attacks on the Ukrainian people, while simultaneously signaling to Beijing that future aggression will not be tolerated.

“China has long been Moscow’s indispensable supplier of technology and components for the drones, armaments and munitions that fuel Russia’s aggression in Ukraine. To finally bring Putin to the negotiating table and end this war, the United States must hold Chinese companies, CEOs and banks accountable for this activity—and we should do so in lockstep with our allies,” said Ranking Member Shaheen. “This bipartisan legislation gives President Trump a powerful and targeted tool to go after the Chinese entities that are sustaining Russia on the battlefield in Ukraine. With this bill, we are sending a clear and bipartisan message that Russia cannot wait out Ukraine’s supporters and that the time for peace is now.”

“For too long, the Chinese Communist Party has bankrolled Russia’s unprovoked attack on Ukraine by providing and facilitating the transfer of machinery, software, and other critical technologies,” said Senator Cornyn. “By imposing sanctions on Chinese companies and individuals who advance Putin’s aggression, this legislation would deliver a significant blow to bad actors in Beijing and Moscow alike and bring us one step closer to President Trump’s goal of ending the war in Ukraine.”

Key provisions of the bill:

  • Imposes sanctions on Chinese entities and individuals involved in the export of weapons and dual-use technology to the Russian Federation;

  • Requires a strategy to coordinate with allies and partners on diplomatic, sanctions, and export control actions designed to deter and undermine China’s support for Russia’s Defense Industrial Base; and

  • Requires a determination on whether sanctions are warranted against Chinese arms manufacturers for supplying weapons and component parts to Russia’s military.

This legislation is designed to complement bipartisan sanctions efforts, including the Graham-Blumenthal Sanctioning Russia Act of 2025 as well as other bipartisan efforts to sustain Ukraine’s resistance on the battlefield, such as the legislation introduced yesterday by Senator Shaheen and Senator Murkowski.
